Stakeholders discuss capacity development for Seychelles


This follows the design by the United Nations Development Programme (UNDP) of a capacity development plan for the country at the request of the Ministry of Foreign Affairs.

Wednesday’s meeting, held at the Seychelles Trading Company’s conference room, was attended  by senior personnel from the University of Seychelles, the Seychelles Tourism Board (STB), the Liaison Unit for Non-Governmental Organisations (Lungos) and government representatives from different ministries.

It was facilitated by local and international consultants of the UNDP.

Roland Alcindor of the UNDP Seychelles said the consultations have allowed the organisation to come up with a national development strategy, running almost parallel with the Seychelles 2020 Roadmap.

He said adequate capacity needs to be defined to implement the plan and manage it in an effective manner.

He added it is essential that the right institutionalised framework be set up.

Karolien Casaer, an international consultant of the UNDP, said she felt privileged to be involved with Seychelles, a middle-income country.
She said economic assistance can only be meaningful if the country can manage it or “run the show by itself”.

One of the aims of Wednesday’s meeting was to address gaps in various sectors.

It was for instance found that there is limited synergy between Vision 2017, Expo 2020, the National Development Strategy and annual development plans.

It was also felt that there was a lack of ownership of the development process by citizens, as well as a lack understanding of government staff regarding their roles in relation to the National Development Strategy.
