National Assembly gets technical help from EU

A four-day capacity development training workshop will be conducted from today until May 14, 2012 for members of the FPAC with the aim to strengthen their capacity to provide oversight of public expenditure, targeting improvement in the committee’s competence to deal with a range of issues, including planning, conducting and reporting on hearings.

The workshop will also be attended by representatives of the Ministry of Finance, the Office of the Auditor General and the Seychelles Institute of Management.

The workshop will focus on the role of FPAC as one of the parliamentary oversight mechanisms in ensuring accountability over the use of public funds and will examine topics including:

• What is parliamentary oversight

• Roles and responsibilities in managing financial oversight committees

• Financial oversight committees: role and responsibility in post expenditure scrutiny
• Overview and understanding of performance audit

These topics will be facilitated by a specialist awarded by the EU, Bill Fraser, who is at the National Assembly on a one-month mission, conducting a training need assessment for the FPAC.

During his mission, Mr Fraser has had meeting with the Speaker of the National Assembly, Dr Patrick Herminie; the chairperson of FPAC, David Pierre; resident ambassadors in Seychelles; as well as several government officials from various departments.
