New agency takes over human resource development agenda |03 January 2014

The National Human Resources Development Council (NHRDC) has changed its name to the Agency for National Human Resource Development (ANHRD).
 
This change, which took effect on January 1, 2014, follows recommendations of the 2009 public sector reform along with increasing need for dynamic human resource development in the country.

The ANHRD will be responsible to promote human resource development to improve national skills and create a framework for the development of human capital through the development of organisations and the individual.

The agency will have four aspects to its mandate: An implementation role, an advisory capacity, a support role and a recommending role.

It will implement government policies and strategies with regards to human resource development; it will advise government and private sector on matters related to human resources development; it will assist organisations in human resource development initiatives; and it will make recommendations to relevant stakeholders about human resource development initiatives in line with national needs.

The agency will be governed by a board of seven members. The Board will:

•    Assist the agency to establish its objectives, formulate plans and develop strategies for the implementation of human resources development policies;

•    Monitor budget spending of the agency;

•    Monitor the implementation of the agency’s action plans and

•    Make recommendations on data collected on the country’s human resource.

The functions of the agency will include:

•    Advise and assist government in the field of human resource development;

•    Coordinate national human resources planning and utilisation, and development of human resources in both the public and private sectors;

•    Provide a forum for consultation of stakeholders on matters related to human resources development;

•    Promote a culture of training and development and lifelong learning in individuals and organisations;

•    Initiate research in the field of human resource development;

•    Design and implement strategies for effective development of human resources;

•    Manage and administer the government of Seychelles’ scholarships scheme and tertiary training fund;

•    Promote initiatives for the provision of training to meet the human resources needs of the country; and

•    Facilitate internship, secondment and placement in public and private organisations for graduates having completed tertiary education locally or overseas.

To help the ANHRD achieve its objectives, it will be organised into three sections, namely Human Resource Development Analysis, Scholarship Administration and Support Services and Special Programmes.  

Under the new law for national human resource development, the ANHRD will be better placed to ensure the development of the people of Seychelles to ascertain the country’s sustainable economic and social development.
