Minister Morgan appoints boards and committee members |18 February 2014

Home Affairs and Transport Minister Joël Morgan has appointed new members to one committee – Citizenship Eligibility Committee – and two boards – Seychelles Civil Aviation Authority (SCAA) and Seychelles Public Transport Corporation (SPTC).

In a press release dated February 17, 2014, the Ministry of Home Affairs and Transport states that following consultations with President James Michel in accordance with Citizenship (Amendment) Act 2013, Section 9 A, Minister Morgan has appointed the members of the Citizenship Eligibility Committee with immediate effect and for a period of three years.

The committee is made up of immigration and civil status principal secretary Charles Bastienne (chairperson), retired civil servant Vivian Labiche formerly of the Civil Status Division (member), Anglican priest Father Danny Elizabeth (member),  well-known attorney-at-law and notary Basil Hoareau (member) and National Sports Council chief executive Giovanna Rousseau.

The committee has the function of assessing the suitability and eligibility of non-Seychellois applicants who want to become Seychelles citizens and making recommendations accordingly.

It will be recalled that President James Michel in his state-of-the-nation address in 2013 had identified and stressed the need to protect our unique heritage and by that Seychellois citizenship.

The President in his address in the Seychelles National Assembly said: “We are a young nation whose identity, and cohesion as a people of multi-ethnic diversity, has been shaped by a little over 240 years of history. We have a unique heritage, a legacy that we need to promote and protect at all costs. A fundamental aspect of this heritage is our Seychellois citizenship, which we inherited from our parents, grandparents, and which we pass on to our children and our grandchildren as a sacred right. We have to protect it at all cost.”

The Citizenship (Amendment) ACT of 2013 came into law on November 2, 2013.

SCAA board

Minister Morgan has also appointed two new members on the SCAA board.

The two new members appointed are Anne Lafortune (member) – representative of the Ministry of Tourism and Culture, and Damien Thésée (member) – representative of the Ministry of Finance, Trade and Investment.

They have replaced Sherin Naiken and Bertrand Belle respectively.

The existing members of the board are: Captain David Savy (chairperson), Gilbert Faure (chief executive of SCAA), Wills Agricole (member – Ministry of Environment and Energy), Michelle Murray (member – Ministry of Foreign Affairs) and Georges Robert (member – Attorney General’s Office).

The membership of the existing board, which was appointed on January 23, 2013 is for a period of two years.

The membership of the board is effective as of December 7, 2013, for a period of one year.

The composition of the board is as follows: Steve Fanny (chairperson), Patrick Andre (director), Rosa Morin (director), Veronique Laporte (director) and Hans Aglaé (director).
