Reform programme to pave way for district council election |09 February 2017

 

 

In order to prepare for the election of the District Councils, the Ministry of Local Government has embarked on a reform programme aimed at rendering Seychelles’ local government system more democratic and accountable to the community.

As part of its effort to achieve this objective, the ministry has set up a National Coordinating Committee regrouping stakeholders and partners which will serve as a consultative platform for the reform process.

The committee’s main objective will be to ensure the effective planning, coordination and consultations during the reform process. It will also draw up a road map towards a new local government system, as guided by the Local Government Act which the National Assembly voted last year.

The National Coordinating Committee held its first meeting yesterday morning at the Ocean Gate House, with representatives of ministries and agencies operating at district level present. These included the Seychelles Land Transport Agency (SLTA), Department of Environment, Seychelles National Youth Council (SNYC), Land Waste Management Agency (LWMA), Health Care Agency, Habitat and Infrastructure, Employment, Finance, Social Affairs among others.

According to special advisor for Local Government Dan Frichot, the first meeting served as an occasion for the different partners to get familiarised with themselves.

Commenting on the many agencies represented on the committee, he has stressed on the importance of a collaborative approach in order to put a good local government system into place.

Apart from the National Coordinating Committee, the Ministry of Local Government has also set up a Ministerial Technical Working Committee which will oversee the decentralisation process in the short, medium and long-terms. Among its mandate, it will review the services provided by the various organisations at district level, decide on the structure of the District Council, define the new role of the mother ministry, propose necessary amendments to existing laws and make other specific sector recommendations.
