Assembly’s FPAC presses on with investigation at first meeting for 2018 |06 January 2018

The Finance and Public Accounts Committee (FPAC) of the National Assembly chaired by the leader of the opposition Wavel Ramkalawan, held its first meeting for 2018 on Thursday this week.

Having set the tone very early on in 2017, the agenda of the meeting was to consider the unfinished investigations of the National Drugs Enforcement Agency (NDEA) and Financial Intelligence Unit (FIU), as well as lay down a calendar to review the Auditor General’s Report for 2016.

Designated by the National Assembly to investigate matters relating to the examination of the accounts of government and reporting on the efficiency of public management by ensuring transparency and accountability, the FPAC discussed new information that it has received in relation to the NDEA & FIU investigations and all the members agreed to a schedule of hearings that will take place in the first week of February.

Chairman Ramkalawan stated that the FPAC has established that quite a number of financial rules and procedures had not been respected by the FIU management and that the ongoing investigation will further bring to light the loss of millions of rupees from public funds.

The investigation will now be concentrating on who benefited from the irregularities and of the financial malpractices and will need the cooperation of the government to continue its work.

As well as focusing on the investigation of new reports and findings, the committee additionally recommended the examination of two current development projects, namely the Music Stadium and the extension and renovation of the domestic terminal at the Seychelles International Airport.

The FPAC also followed up on a public request from the National Assembly member for Parti Lepep, Basil Hoareau, that an investigation be conducted in the way a non-performing maintenance contract was given to a private contractor in 2015 and 2016.

Finally, the FPAC has requested a review of a lease agreement signed between government and a Chinese operator for the management of a restaurant at Domaine de Val Des Près, for which there is a large outstanding payment of rent.

The FPAC has expressed its gratitude to all persons who have willingly cooperated with the committee in 2017 and members of the public who have expressed interest and support.

The FPAC is committed to concluding its investigations as early as possible this year and is grateful for the patience and understanding of all stakeholders.
