MLUH re-structured for more efficiency and improved service delivery |27 October 2006
In August this year, President James Michel announced that the Ministry of Land Use & Habitat would comprise two departments, namely Land Use and Habitat with Patrick Lablache and Jones Belmont as the two principal secretaries respectively.
Further to this announcement, Minister Morgan has outlined the new structure of the two departments that has already been approved by the Government.
The Land Use Department now comprises four divisions: Land Management, Land Development, Geo-Informatics and Development Planning.
Gerard Hoareau becomes the director general for Land Development, Geoffrey Wamainan is the acting director general for Geo-Informatics and Terry Biscornet remains the director general for Development Planning. The post of director general for Land Management is vacant.
The Habitat Department for its part has three divisions, namely the Housing Administration, the Housing Development and the Large Projects Development divisions.
Mary-Anne Ernesta has been appointed director general for Housing Administration, Yvon Fostel becomes director general for Housing Development and Brohnson Winslow becomes the director general for Large Projects Development.
Nigel Michel remains the director general of Administration and Finance which falls under the Secretariat of the Minister.
According to Minister Morgan, the re-structuring of the ministry has been carried out with a view to meet the objectives set by the Government in terms of dynamism, responsiveness, transparency and accountability and entails the replacement of some staff, as well as bringing in new dynamic people and re-assigning others to more challenging responsibilities, in line with their observed performances.
"This has been done in order to maximize the manpower utilization in the ministry and to obtain cost minimization, as well as improve on co-ordination and efficacy, with the focal point on service delivery, improved efficacy in the ministry’s processes and customer friendliness," said Minister Morgan.
