When a State-Owned Enterprise (SOE) in Seychelles fails, people feel it immediately. A delayed shipment affects shelves. A system breakdown disrupts services. A cash-flow problem becomes an urgent call for government support. In a small island economy, risk never stays inside an organisation. It spreads quickly and publicly.
