Pascal Morin sworn in as new FSA CEO

Pascal Morin takes his oaths before Chief Justice Rony Govinden

Pascal Morin has been sworn in as the new chief executive of the Financial Services Authority (FSA).

He took his oath before Chief Justice Rony Govinden at Ile Du Port on Tuesday December 9, 2025.

He also took the oath of confidentiality in accordance with the Financial Services Authority Act.

Mr Morin’s appointment, in accordance with Section 75 of the Public Enterprises Act, 2023 as read with Section 9 of the Financial Services Authority Act, was announced on December 4, 2025. 

The new chief executive holds a Master of Laws (L.L.M) in International Banking and Finance Law, and holds a Law Degree (LLB). His career includes senior positions in both the public and private sectors, including international organisations.

Mr Morin replaces Randolf Samson, who has completed his contractual term with the Financial Services Authority.
