National Assembly approves amended Penal Code 2025 |20 December 2025
The National Assembly on Thursday approved the Penal Code 2025 Bill, as amended, following its third reading.
The bill was presented by Vice-President Sebastian Pillay, and at the end of the debate, 16 members voted in favour, four voted against, while nine abstained. Sixteen members voted on the merits of the bill, while 13 voted against it.
Presenting the bill, Vice-President Pillay said the legislation is aligned with President Patrick Herminie’s pronouncements and the government’s first 100-day manifesto commitments.
He recalled that in 2024, the former government amended the Penal Code to introduce a new offence of hate speech.
