SRC introduces leadership passport in collaboration with ATAF and UNDP |24 May 2025

As part of its transformation journey, the Seychelles Revenue Commission is prioritising leadership development to build a sustainable leadership pipeline. In collaboration with the African Tax Administration Forum (ATAF) and with support from the United Nations Development Program (UNDP) in Seychelles, the Seychelles Revenue Commission (SRC) has launched the ‘Leadership Passport’, a structured initiative focused on leadership development training, NewGen leaders, mentorship, and peer-to-peer learning.
The programme aims to equip senior leaders and emerging talent with best practices in operational efficiency, technological innovation, compliance, and service excellence. Participants will engage in on-site visits and virtual mentorship with revenue administrations on the continent.
The first cohort, comprising the deputy Commissioner General Fred Morel, Commissioner of Customs Paul Barrack, Director Compliance and Policy Roseline Lepathy, Director Seaport Enforcement François Ally, and Transformation Lead Nissa Joseph, will begin their mentorship at the South African Revenue Service (SARS) on May 27, 2025.
The second cohort, including the Director General for Support Services Christelle Betsy, Director Taxpayers Education and Service Delivery Sheryl Barra, the Director of Enforcement Fabiola Alcindor, and Senior Internal Auditor Francesca NG, will travel to the Zambia Revenue Authority (ZRA) on June 1, 2025.
Both cohorts will undergo a one-week immersive experience, introducing them to their mentors and fostering leadership exchanges in a practical setting. Upon completion, the Leadership Passport will provide participants with the tools and empower them to drive transformative improvements across SRC in service delivery, organisational development, human resources, policy-making, legislative frameworks, and digital transformation.
