Seychelles wins seat on UPU’s keycouncils

A milestone for the nation’s postal sector

 

The Republic of Seychelles has achieved a landmark victory with its election to both the Postal Operations Council (POC)and the Council of Administration (CA) of the Universal Postal Union (UPU).

This achievement is a milestone in the history of the postal service, positioning Seychelles at the heart of global postal decision-making.

The election took place on September 18, 2025 during the 28th Universal Postal Congress in Dubai, UAE , where UPU member states (192 in total) cast their votes to determine leadership roles in shaping the future of the international postal system. Seychelles was being represented by the Ambassador of Seychelles for the UAE, Gervais Moumou; the chief executive of Seychelles Postal Services, Mariella Buisson; the chief executive of Postal Regulator, Neddy Padayachy.

By joining these two influential bodies, Seychelles will actively contribute to policies, standards, and innovations that guide the global postal network.

The Council of Administration (CA) oversees UPU’s governance, strategy, and regulatory framework, while the Postal Operations Council (POC) focuses on technical, operational, and commercial improvements to cross-border mail and parcel services.

This commendable achievement is a proud moment for Seychelles andrecognition of the strides the postal service has made to strengthen and moderniseits services. This win also means that Seychelles now has a strong voice in shaping postal policies and standards, while elevating its diplomatic standing on the world stage. But perhapsmost importantly, it ensures that the unique perspectives of small island developing states (Sids) are heard in shaping the future of global postal services – a conversation that began meaningfully during the Postal Leaders Forum hosted by Seychelles Postal Services in 2024, which also resulted in the voting of other Sids such as Cabo Verde, Samoa and Barbados during this year’s congress.

The achievement not only strengthens Seychelles’ international standing but also brings benefits at home, opening opportunities for innovation, digital transformation, and improved services for citizens and businesses.

During its four-year mandate on both councils, Seychelles will advocate for inclusive, sustainable, and technology-driven postal systems that support socio-economic development, trade, and connectivity.
