CCCL blast Commission of Inquiry urges public to share information
The Commission of Inquiry into the CCCL quarry explosion of December 7, 2023 is urging any persons with information regarding the blast to come forward and provide information to the commission.
In a public notice issued yesterday, signed by the commission’s chairperson, Justice Nicola Anne Sharpe-Phiri, the commission advised that “all submissions will be treated with strict confidentiality”.
“The Commission has implemented comprehensive measures to safeguard the anonymity and confidentiality of disclosures. In the public interest, the Commission is prepared to consider issuing Certificates of Indemnity to those providing full and truthful disclosures,” the notice said.
“Every person is duty-bound to assist the Commission by furnishing relevant information or evidence, pursuant to the powers conferred under Article 4 of the Instrument and section 2(1) of the Commission of Inquiry Act, 1962 in the interests of justice, public safety, and the rule of law,” the notice stated.

The Commission of Inquiry into the CCCL Quarry Explosion of December 7, 2023 was established by President Patrick Herminie, under section 2(1) of the Commission of Inquiry Act, 1962 to inquire into the catastrophic explosion at the quarry site operated by Civil Construction Company Limited at Petit Paris, Mahé, Seychelles, on December 7, 2023.
The Commission of Inquiry is specifically required to conduct investigations into, report upon, and make recommendations concerning the causes, circumstances of the explosion, legal and regulatory compliance, post-explosion investigations, potential liabilities, and all other relevant matters as specified in Articles 3.1 to 3.5 of the Terms of Reference published in Official Gazette No. 26 of 2026 (GN 374 of 2026).
