Moratorium lifted on La Digue

Approval for only 156 new rooms over the next five years (2025–2030)

 

The Government of Seychelles has officially lifted the moratorium on new tourism accommodation development on La Digue, with a strict cap of 156 new rooms to be developed over the next five years (2025–2030). Only guesthouses and boutique hotels will be permitted under this revised policy, with a maximum of 15 rooms allowed per developer.

Minister for Foreign Affairs and Tourism, Sylvestre Radegonde; principal secretary for Tourism, Sherin Francis; and director general for Destination Planning and Development, Paul Lebon; met with the press at the Botanical House on Friday to provide further clarity on this policy shift.

DG Lebon presented a comprehensive overview of the new framework, which follows the 2021 Carrying Capacity Study. This study revealed a sharp increase in accommodation rooms on La Digue over the past two decades. Despite the 2013 moratorium that limited new developments to a maximum of five rooms per developer, tourism bed supply continued to grow – primarily through smaller-scale establishments.
