Department of Finance restructured-New appointments in Air Seychelles, SLA |16 November 2005


  The President has also made certain other appointments in the public sector.
All changes take effect today.

Following the restructuring, the Taxation Division and the Trades Tax & Imports Division will be merged to create a new Division to be called the Office of Tax.

Steve Jardine, the present Commissioner of Taxes, will be heading the new Office of Tax, and will be appointed as Commissioner and Comptroller of Taxes.

The Office of Tax will be collecting all categories of tax revenues on behalf of the Government of Seychelles and will consist of four main sections each headed by a director: the Business Tax section will be headed by Ricky Herbert, the Trades Tax section by Veronique Herminie, the GST section by Louisa Woodcock, and the
Administration & Finance section by Lucy Lespoir.

A dedicated Customer Services Unit will be set up within the Office of Tax to ensure follow-up on the Unit's commitment to providing a quality customer service.

A Consumer Protection unit, to be headed by Selwyn Knowles, will be set up in the Department of Finance to enforce consumer protection and other complementary laws and regulations aimed at eliminating unfair or deceptive business practices.

A new division called the Concessionary Credit Agency, which will take the
existing YES Scheme under its wing, has been created. It will be headed by Rosanda Alcindor as its director.

The former Trade & Commerce Division has been renamed the Policy & Strategy
Division and it will be headed by Ronald Cafrine as its director general.

With regard to other personnel changes, the director general of the Administration Division, Mina Crea, will be leaving the Department of Finance to take on her new post as chief executive officer (CEO) of the Seychelles Licensing Authority (SLA).

Marja Karjalainen, who has been the CEO of the Licensing Authority since February 2005, will be moving as director Finance, of Human Resources and Administration for Air Seychelles.  Mrs Karjalainen will also be the new chairperson of the National Tender Board.

Charlie Morin has been appointed as the Technical Advisor on Trade in the office of the principal secretary (Finance).

In Financial Planning and Control Division, Brian Charlette has been appointed as director of Public Debt, and Aruna Sri Lai is the new director for Financial Control.  The new Chief Accountant at the Treasury is Gretel Quatre.
