She got the crown from her predecessor Stephanie Duval and also won the Best Evening Wear title and prizes worth R17,000.
Betty Michel was declared 1st Mermaid and would act as Miss Regatta in the event Miss Victor was unable to carry out the duties that go with the position.
Marie-Michel Cupidon was judged 2nd Mermaid, while Ramona Bijoux took the Miss Personality title.
Trisha Dubigon was named Miss Photogenic during the event which saw a total of nine contestants.
Miss Regatta 2008 told Nation that winning the title has empowered her to forge ahead with the counselling against drugs she has already been doing.
All five finalists answered questions from judges who wanted to know what the girls would do to fight drug abuse.
Victor had said she would talk privately with victims while avoiding judging them, and Bijoux said she would call for more media adverts and programmes preferably in Creole to reach abusers.
Cupidon said she would impress upon dealers that they endanger the health and lives of their victims and so urge them to strop their illegal trade while Dubignon said she would like the anti-drug campaign taken to districts.
Michel had said if her brother were affected she would counsel him telling him about the dangers lurking behind drugs.
The audience of the well-attended show enjoyed dance and song performances by well-known and up and coming musicians and dancers as well as a song from the Aboriginal group Wadumbah.
The stage was set to resemble the underwater with mock fish swimming around boulders at the bottom of the sea.
